If the above recommendation is approved it
will follow that the appointments of Messrs. W.L.
Handyside and D.M. Richards should also date from 29th
November, 1938.

In your confidential (4) despatch of 24th
February, 1939, you approved the creation of a new
superscale post of Principal, Central British School,
with effect from 1st January, 1939, and I recommend that Mr. G.E.S. Upsdell's appointment to fill that post be
amended to take effect from that date. This was not
recommended in my despatch under reference because it
was not considered desirable that Mr. Upsdell's promotion should take effect before that of Mr. Handyside.

If 1st January, 1939, is approved as the revised date of Mr. Upsdell's appointment, it is further recommended that the appointment of Mr. G.W. Reeve to the post vacated by lir. Upsdell should also date from 1st
January, 1939.
